7. A few days afterwards Mr Silva was summoned to again appear in order that he might be informed of the conclusions at which the Council had arrived. He was then told that the Council did not consider his case one in which the full penalty of suspension should be inflicted, but was of opinion that inasmuch as it was clearly shown that he was not competent to perform the duties of a Second Assistant at the Observatory, the Council considered that he should be reduced to the post of 2nd Clerk at a salary of $40 a month, and that he should, when required to do so, perform the duties of Telegraph Clerk in addition.
